Yes. In the PSX, rights are tradable (Letter of Right - LOR). If you don't want to invest more cash, you can sell your rights on the exchange to another investor during the 'Right Trading' period.
If you neither subscribe to the rights nor sell them, your 'Right Entitlement' will expire worthless, and you will face 'Value Dilution' as the stock price will drop on the ex-date without you getting any benefit.
